 Rarely, Barely, Hardly, Scarcely, Seldom etc. are Negative word which do not take no or not 

Example: 

He rarely not come here. Here not is not needed.

On the other hand-- irregular, uncommon, immortal, impious, incorrect are negative words. So they take no or not but after that the meaning get positive.
